Circumcision & phimosis
Tight foreskin? Here’s what’s actually happening.
Phimosis — a foreskin too tight to retract — is common, treatable, and nothing to be embarrassed about. Understanding the cycle is the first step to ending it.
The phimotic ring
A band of tight tissue prevents the foreskin from retracting normally. It can make hygiene difficult and cause pain, tearing, or discomfort during daily life and intimacy.
Moisture gets trapped — germs multiply
Because the area can’t be cleaned properly, moisture builds up in the enclosed space. That warm, damp environment is exactly where bacteria and yeast thrive.
Balanitis — painful inflammation
The result is often balanitis: redness, swelling, and pain that keeps coming back. Repeated infections can scar the tissue and make the tightness progressively worse.

A Royal College–certified urologist, Dr. Mattar trained in medicine at the University of Toronto, completed his urology residency at the University of Manitoba, and is fellowship-trained in uro-oncology at Princess Margaret Hospital — Canada’s leading cancer centre. Before opening his Bloor West practice, he served hospital communities at North York and Niagara Health for over a decade.

Do I need a referral to see Dr. Mattar?
For OHIP-covered consultations, yes — a physician’s referral is required. Any family doctor or walk-in clinic can fax one to (416) 534-7125. Don’t have a referral? Private consultations are available for $160. Call (416) 534-5621 if you’re unsure which applies to you.
Is circumcision covered by OHIP?
Coverage depends on the reason for the procedure. Medically necessary circumcision (for example, for phimosis or recurring infections) may be covered, while elective circumcision is typically not. We’ll confirm exactly what applies to you before anything is booked — no surprises.
What happens at the first appointment?
You’ll receive a comprehensive 30-minute evaluation: a review of your history and symptoms, an examination where appropriate, and a clear discussion of your diagnosis and options. Bring your health card, your referral, and a list of any medications.
How do I get to the clinic?
We’re at 726 Bloor St W, Suite 106 — steps from Christie subway station on Line 2. Street parking and Green P lots are available nearby on Bloor and Christie.
Do you see children and older patients?
Yes. Urological conditions affect people at every stage of life, and Dr. Mattar sees patients of all ages — from children (for circumcision and congenital concerns) through to seniors (for prostate, bladder and continence care). Parents are welcome to stay with their child throughout the visit.
Do you offer virtual appointments?
Yes — consultations are available both in person at the clinic and virtually. When you request an appointment, just tell us which you prefer. Procedures are performed in-office.

How to find us — we're in the basement
We are located next to Christie station. There is a staircase going downstairs between the Baskin Robbins and the Korean Manna restaurant. Alternatively, there is an elevator inside the pharmacy that can be taken down to the basement.
If you are driving, there is a Green P #093 at 675 Manning Ave., Toronto.
